In conjunction with FML Project Services and Engie who provide the facilities management (FM) services across the Crown, Magistrate and Tribunal court estate in England, Wales, and Scotland, Anthony White Consulting Ltd were appointed to undertake option studies, provide technical advice and to design, specify, procure and project manage a variety of asset renewal projects as part of the process of modernising the Court estate.

Anthony White Consulting Ltd worked closely with HMCTS, the judiciary and the regional teams throughout the country to understand the challenges they face and to drive improvements to both services and user experience across the estate.

Projects delivered include the replacement of cooling towers and air conditioning chillers at Peterborough Combined Court Centre and Peterborough Magistrates Court where the existing water-cooled chillers and roof mounted cooling towers were removed and replaced with new energy efficient packaged air-cooled chillers that utilise low GWP, R32 refrigerant.

Dry air cooler and packaged air-cooled chiller options were considered and challenges included location of new equipment considering the resultant increase in size of equipment, plant noise levels and electrical loads.

Another was feasibility work to install mechanical ventilation to the Bulk Operation Centre, Northampton, a 7-storey city centre office building that is currently reliant upon opening windows, with challenges in respect of locating ventilation plant and routing ventilation ductwork, to improve the building’s ventilation rates, air quality and the internal environment.

And work to replace the existing gas absorption chillers having ammonia refrigerant with conventional electric driven packaged air-cooled chillers utilising R32 refrigerant and to install photovoltaics (PV) at High Wycombe Magistrates Court.

Key Points

  • Removing cooling towers with water cooled chillers and replacing them with packaged air-cooled chillers delivered a significant reduction in maintenance requirements, maintenance costs and health and safety risk from legionella.
  • Increasing fresh air ventilation rates in the workplace, reduces the risk of transmission of COVID-19 and other airborne viruses.
  • Installing photovoltaics (PV), provides a renewable supply of electrical power that is generated on-site, and which can be used to supplement the grid electricity supply and the increased electrical demand required by the new air conditioning chillers.
